Minutes of the Annual General Meeting of the Frome Valley Parish Council held on Tuesday 27th May 2008 in the Savill Hall, Cattistock commencing at 7.30pm

Present:

Messrs Newman, Anderson, Hayward, Gibbs, Long, Collins, Tosswill, Mitchell, Browne, Read,

Mr John Peake, County Councillor, Mrs Mary Penfold and five Members of the Public were also present.

Apologies

Apologies were received from Mr Atkins.

During the Democratic Period it was asked if the large advertising sign erected by the Estate Agents selling the properties under construction in South Drive required planning permission.  Mrs Penfold agreed to look into this.

 A Member of the Public stated that he was in contact with the Tree Officer at WDDC regarding the 2 Copper Beech Trees at the South Drive Site.  There is a tree protection order on these two trees.

He also stated that the site south of St Helens Bridge, River Frome, Cattistock was allegedly in breach of planning control.  This has been referred to the Planning Enforcement Officer.  Planning conditions state that this site would be cleared by 31st December 2007.

Declaration of Interests

There were no declarations of interests.

Election of Officers:

Chairman

Mr Newman was re-elected Chairman on the proposition of Mr. Hayward, seconded by Mr. Collins.

Unanimous.  Mr Newman duly signed the Declaration of Acceptance of Office.

Vice-Chairman

Mr Anderson was re-elected on the proposition of Mr Long, seconded by Mr. Collins.  Unanimous

Co-option of Councillor for Cattistock

The vacancy for the Parish of Cattistock created by the death of Mr Rogers was filled by co-option.

There were two candidates – Mr J Laidler and Mr P Eckersall.  A secret ballot took place and Mr Eckersall  was elected.  Mr Eckersal signed the Declaration of Acceptance of Office of Councillor.

Election of General Purposes Committee – re-consider format.

After discussion it was agreed that this Committee which consisted of 8 Councillors who dealt with all Planning applications but reduced to five.  This would consist of the Chairman, Vice-Chairman, Mr Hayward (Cattistock), Mr Browne (Frome St Quinton) and Mr Tosswill (Chilfrome) All planning applications would be seen by the full Council and a Planning only meeting would be held on the last Monday of the alternative month of the full Council Meeting.  This procedure was advised by Mr Muir the Monitoring Officer at West Dorset District Council.  It was agreed that if the applications were not controversial and did not raise any objection then the Planning Meeting would not be held. 

Election of Planning Officer.

It was proposed by Mr Gibbs, seconded by Mr Browne that the Clerk continues in this role.

Rights of Way Officer.

Mr Gardiner was re-elected on the proposition of Mr Long.

Community Space Committee Representatives

It was proposed that Mr Collins and Mr Atkins continue in this role on the proposition of Mr Eckersall and Mr Hayward.

Transport Officer

Mr Sale was re-elected on the proposition of Mr Hayward, seconded by Mr Collins.

Ancient Monument Liaison Officer

A Councillor asked whether it was necessary to fill this position.  The Clerk to check with Dorset County Council. 

1.      Minutes

The Minutes of the AGM and the Minutes of the previous Meeting having been previously circulated were approved and signed by the Chairman.

2.      Matters arising

Community Space Committee

The Committee are in the process of applying for Grants for the first stage of the refurbishment of the playing field Committee.  It was announced that a Section 106 Agreement may apply in respect of the houses in the course of erection at South Drive.  This is to be carefully monitored and advice sought from West Dorset District Council as to the programme of when to apply.

Congratulations were expressed to Mr Collins and his Team for the very successful Knob Throwing Day held on Sunday 4th May 2008 in the Playing Field.

Parish Plan

A copy of the Parish Plan has been distributed to every household within the Frome Valley area.  Action required by the Parish Council from the comments and observations within the Plan will be looked into at the next Council Meeting.

Mr Eckerall reported that the Committee were applying for an additional grant of approximately £425.00 from the Dorset County Council.

A vote of thanks was proposed to the Committee for the hard work done in respect of this project.

3.      Development Applications

The erection of a marquee building between 1st June and 31st August and trellis works within the grounds of Chantmarle Manor and Christian Resource Centre; and a change of use of the gardens to host wedding receptions and principally for photo shoot opportunities.

In the light of the changes that have been made in this application from the previous one the Frome Valley Parish Council’s views are now as follows:

Noise

The applicant appears to have taken measures to control the noise as far as live and amplified music in the marquee is concerned.  However, we have concerns that the speeches may be amplified and consider that either the amplification should be banned or a limit imposed on the decibel output.  There should be no music allowed in the garden.

Traffic

There are still grave concerns about the inadequacy of the narrow roads to cope with the increase in the traffic generated by weddings, with the attendant dangers for other road users.

Visual Impact

It is recognised that the applicant has gone to considerable lengths to reduce the visual impact of a marquee to meet the concerns of English Heritage and Dorset Gardens Trust – in fact, a very substantial part of the application is devoted to this aspect – but there is still a feeling that its presence is inappropriate in the setting of a listed manor and its gardens.

Sustainability

The proposed use is not a sustainable development.  Chantmarle Manor is located in a remote area, a significant distance from major settlements, and the proposed use would inevitably encourage the increased use of wide range of motor transport.  Moreover the social and economic benefits to the local area are negligible.

The Parish Council is extremely concerned about the apparent disregard by the applicant for the local residents and the West Dorset District Council planning procedures, and also about eh apparent lack of enforcement measures by the District Council when breaches have occurred.

It has been brought to the Parish Council’s attention that the applicant is willing to donate £100 to ‘Frome St Quinton Parish Council’ for each wedding reception that takes place in the marquee/training centre dining hall in the event that the application is granted.  There has been no such offer made to the Frome Valley Parish Council.

In view of the above concerns the Parish Council does not support the application.

If permission is to be granted we strongly suggest that it is limited in duration for a period of time, say one or two years, so that if the use is not acceptable after a trail period, it will not be renewed.

The April Precept paid into the Bank was £3750.00.  This was incorrect.   £475.00 should have been deducted for the loan on the Playing Field.  It was agreed with the Finance Department, West Dorset District Council to take two amounts of £475.00 from the September Precept payment.  This will be the last deduction for the loan.  West Dorset District Council offered their apologies for this error.

The Accounts and completed Annual Return for the Audit was presented to the Council and approved and duly signed by the Chairman and Clerk.
Internet Banking

It was proposed by Mr Collins and seconded by Mr Hayward that we precede with the application for internet banking.

5.      Standing Orders

To prepare draft Standing Orders for circulation to Councillors.

6.       Report from Cattistock Annual Parish Meeting and Frome St Quinton Parish Meeting.

Nothing to report from Cattistock.

Notice has been received that it is the intention of BT to remove the payphone situated at Frome St Quinton.  Whilst this is received with some sadness, the fact remains that the needs of consumers have changed drastically with the increase in mobile phones and the payphones are little used.

Mr Browne asked if the drain at Barnhayes Corner could be looked at.  It would appear that when Wessex Water did work at this site last year, the drains were put in too high from the ground and the water cannot flow into them.  The matter was previously reported to DCC and they put tarmac around the drains, but the water cannot flow uphill.  Clerk to contact DCC asking them to rectify this.

7.      Digital Radio

Campaigners are still applying for a local radio station.  The first switch-over for Digital TV will be 2009 for residents who are able to get West County TV from the Stockland Hill transmitter.  Those who use the Mendip transmitter will be converted to digital in 2010/2011. 

8.      Correspondence

The following correspondence was noted:

Cattistock First Responders thanking the Parish Council for the donation to their funds.  First Responders have been to their first ‘shout’  and as more trained volunteers complete their ‘third manning’ with the South West Ambulance Service it is expected to be fully functional by the end of June.

An e-mail received from The Director of Public Relations at Chantmarle Manor stating that there was no such use of any form of pyrotechnics at the wedding reception held on May 31st 2008.  The parents of the Groom also confirmed that this was the case.

9.      Any other relevant business

It was agreed that in view of the threatened closure of village Post Offices – date of closures to be announced on 15th July 2008  - to set up a Public Meeting asking Oliver Letwin MP to attend.  The Clerk to notify Bill McGowan at Cattistock Post Office of the meeting.

Vandalism in Cattistock.

There have been reports of various acts of vandalism within the village.  It was agreed to write to the Chief Constable of Dorset Police notifying him of this and request more police presence in the area. 

Thanks were expressed to Messrs Anderson and Long for the repair work done on the Bus Shelter.

 Declaration of Interests

Mr Anderson declared a personal and prejudicial interest as a Churchwarden of Cattistock Church which could possibly benefit financially if the application 1/D/08/000872 Chantmarle were granted.  Mr Anderson left the meeting.

Mr Read declared a personal interest.

 To decide response to West Dorset District Council on the following applications:

Mixed use of two rooms in the Manor House known as ‘Chapel and Banqueting Hall’ for wedding events (use Class D2) in addition to existing residential institution (Use Class C2).  Use of bedrooms for overnight wedding guest accommodation in addition to existing residential institutional use (use Class C2). The Parish Council have discussed the application and are of the opinion that these three applications are connected and should be considered together (1/D/08/000641 & 1/D/08/000953)

Appendix 2

 

A public meeting regarding the threatened closures of Rural Post Offices was held in the Savill Hall, Cattistock on Saturday 14th June 2008 at 10.00am.

 Present:

Messrs Newman, Anderson, Long, Hayward, Atkins, Collins, Eckerall.    Approximately 120 Members of the Public, Oliver Letwin MP and John Peake, County Councillor also attended.

 Apologies:  Apologies were received from Mrs M Penfold and Mr Gibbs.

 Oliver Letwin gave an outline of the situation regarding Post Office closures and the need to set up a campaign of action should the Cattistock Post Office be on the list for closure.  The official list of closures will be made public on 15th July 2008, a seven week consultation period will follow.

 It was agreed to set up a Committee to work closely with Trevor Hedges at West Dorset District Council and Simon Thompson at Dorset Community Action.  Volunteers for the Committee were:  Messrs Sam Field, Julian English, Mike Gardiner, Rob Curtis, Lawrence Randle, Peter Eckersall, Ian Anderson and Ralph Newman. 

 

The Clerk to arrange a meeting for the Committee for Tuesday 17th May at 7.30pm in the Savill Hall, Cattistock.

Oliver Letwin requested the Clerk to send him the e-mail addresses of the Committee Members.

 Appendix 3

 

Minutes of a meeting of the Council to discuss Planning Apllication held on Wednesday 9th July 2008 commencing at 7.30pm in the Savill Hall, Cattistock.

 Present:Messrs Newman (Chair), Anderson, Hayward, Long, Collins, Atkins, Eckersall, Read, Browne, Gibbs,  Four Members of the Public also attended.

 Apologies  were received from Mrs Penfold (District Councillor) and Mr Mitchell.

 During the Democratic Period a resident spoke of her concerns regarding the size of the proposed building at Barnhayes Farm, and also about the fact that there would be another access onto this narrow road.  The Applicant answered her questions.

Concerns were expressed on the following points.

The visual impact of this large building being built close to the road – screening must be a priority.

This is a narrow section of the road with poor visibility to the south and the Highway Authority must use strict guidelines in respect of the access.

Assurances have been given that the roof and surface water will be channelled directly into existing drains, as this area of the road is prone to flooding.

The Parish Council is of the view that the occupation of the temporary timber structure be limited to Mr Hey, his spouse and any resident dependents or a person who is experienced/qualified in the Inca Alpaca enterprise, and should be limited to a three year period.

No objections.

 A letter was received from Mrs J Dodds (nee Langford) of Stratton asking for the Parish Council’s support in trying to get West Dorset District Council to allow her to build a house/bungalow on her parents land at The Mill, Cattistock.  Oliver Letwin MP had advised her to get the backing of the Parish Council.  After much discussion it was agreed that although the Parish Council fully sympathises with Mrs Dodds, the circumstances/situation are not within the remit of the Parish Council.

The site in question is outside of the development boundary, and the Parish Council is not the Planning authority, we are only asked to comment on submitted applications. 

 

Minutes of a Meeting of the Frome Valley Parish Council held on Monday 31st March 2008 in the Savill Hall, Cattistock commencing at 7.30pm

Present:

 Messrs Newman (Chairman), Anderson, Hayward, Long, Gibbs, Atkins, Read, Tosswill, Mitchell.

Mrs May Penfold (District Councillor) and one Member of the Public was also present.

 Apologies:

Apologies were received from Messrs Browne and Collins.

 A Minutes Silence was held for Mr Wilfred Rogers who recently died.  Wilf was the longest serving Member of the Parish Council having served on the Cattistock Parish Council before the Frome Valley Parish Council was formed in 1973.  His local knowledge was invaluable and he will be greatly missed.

Sarah Pilcher a PCSO from the Safer Neighbourhood Team attended the meeting unannounced.  She stated that she is hoping to organise a regular drop-in session for members of the public based in the Fox & Hounds.  More details as they become available.

 2.       Matters arising

First Responders

An e-mail received from Julian English stating that they should have 12 volunteers trained and vetted to launch the service about mid-May, and also requesting the Parish Councils contribution.  An account has been set up in the name of Cattistock First Responders.  A cheque for £1288.61 was issued – the agreed donation from the Parish Council.

 Cattistock Community Space Committee

The Clerk reported that Mrs Sennett , Chair of the Committee had requested a letter of support from the Parish Council to go with the application for a Leisure Development Fund grant to cover the cost of the Toddler Area section of the playing field improvements.  The closing date for the application was lst April.  This has been done. 

Mr Atkins gave an update on the last Committee Meeting he had attended. 

Copy of the Community Space Accounts was circulated to each Councillor.

Two tenders were received in respect of the contract to cut the grass in the Playing Field.  (One person did not reply)

Dorset County Council - Dorset Works Organisation - £1563.41 per annum

J Carver - £480.00 per annum

It was proposed by Mr Hayward, seconded by Mr Anderson that the contract is awarded to Mr Carver.  Mr Carver has come highly recommended from Maiden Newton and Frampton Parish Councils.

Parish Plan

Mr Anderson circulated the first Print of the Final Document.  He stated that this would be on Public Display at the Dorset Knob Throwing Event to be held in Cattistock On Sunday 4th May. 

Ringers Plot, Cattistock

Mr Anderson stated that he has finally received an assurance that the allocation procedure regarding Ringers Plot will improve and there will be better arrangements in the future to ensure that these properties are allocated to people with local ties.

 3.        General Purposes Committee – to consider alternative format.

It was agreed to seek professional advice from Mr Muir the Legal Services Manager and Monitoring Officer at WDDC in respect   the handling of Planning Applications and also the Code of Conduct with regard to declaring an interest.

No objections to the erection of an agricultural building and access, which will presumably be covered by an agricultural tie and will be removed if the business ceases.

Site temporary dwelling for agricultural worker and modify access

No objections provided that the temporary dwelling is covered by an Agricultural tie.

The valuable livestock that will be occupying the adjacent land which is fairly isolated will require 24 hours security and constant animal welfare.  This appears to be the kind of interesting, well planned and sustainable development that is needed in the countryside and clearly the buildings are essential to is success.

 A councillor was of the opinion that too much paper was being used asking for the comments from Parish Councillors.  It was agreed to seek Mr Muir’s advice as to how other Parish Councils circulate their applications.

Online Banking. 

Enquiries have been made to HSBC regarding an Online Banking Account to place the grants received in respect of the Cattistock Community Space Project.  After discussion it was agreed to monitor the time the funds were in the account before payment had to be made to the Supplier to ascertain whether Online Banking would be beneficial.

Application for Road Closure Order – Dorset Knob Throwing and Frome Valley Food Festival – Sunday 4th May 2008 – No objections

West Dorset District Council – Applications for Dispensation.  This normally arises where the number of councillors on a committee have a prejudicial interest and thus not being in a position to take part in the debate results in the committee being inquorate and thus the Council is not able to conduct its business.    Clerks to be aware of this possibility.  Letter copied to every Councillor.

West Dorset District Council – The Validation of Planning Applications – Dorset Local Planning Authorities – Consultation with Statutory  Consultees/Dorset agents.    Letter copied to every Councillor.

West Dorset District Council – Cattistock Annual Spring Clean.  It was agreed that this would take place on Saturday 12th April.  Clerk to display Posters and obtain bags and gloves and pass to Mr Long.

 9.        Any other relevant business

Because of a change in the refuse and recycling day, there was some confusion as to which week the recycling would take place.  Several householders did not put their recycling out on the correct day.  The next recycling date would be 14th April.  The Clerk to display posters stating this. 

 It was suggested that the Ringmaster advice message for all Watch members be published in The Chimes.  This was a warning to residents that this is the time of year when jobbing gardeners come out of hibernation and we start to hear of horror stories of poor workmanship and overcharging.   Residents were strongly advised to obtain at least three quotes before employing tradesmen. 

Mrs Penfold reported on a telesales call from an Alarm and Fire Safety Company who state that the company is in the local area giving crime prevent ion advice and are recommended/approved/working with the Dorset Police.  Dorset Police do not work directly with any security company to provide this type of advice.

Clerk to seek advice from Dorset County Council in respect of the redundant Trail Board at Chilfrome.

Minutes of a Meeting of the Frome Valley Parish Council held on Monday 28th January 2008 commencing at 7.30pm.

Present:  Messrs Newman (Chairman), Anderson, Hayward, Rogers, Long, Collins, Gibbs, Atkins, Browne, Tosswill, Mitchell, Read.

Mrs Mary Penfold (District Councillor), Ryan Bransome,(WDDC Licensing Dept)  and fifteen Members of the Public were also present.

 Declaration of personal and prejudicial interest.  Messrs Collins, Hayward, Atkins, Long declared a personal interest as Members of the Savill Hall Committee.  Mr Browne declared a personal interest in respect of the Variation to the Licence at the Christian Resource Centre, Chantmarle.  Mr Newman declared a personal interest in the Certificate of lawfulness in respect of Greenwood Acres, Chantmarle.

 Mrs Penfold stated that she would not be commenting on the Variation to the Licence at the Christian Resource Centre, Chantmarle.

 During the Democratic Period the main topic discussed was the Variation to the Licence for the Christian Resource Centre at Chantmarle.  Several residents from the area attended the meeting and also Mr Ryan Bransome from the Licensing Dept WDDC who explained exactly what was being applied for.  Mr Bransome stated that there was already a Liquor Licence granted.  The application was in respect of Entertainment – Live Music, Dancing.  The residents felt that in the light of the previous history of the nuisance to the community, the Applicant in his application has offered no proposals to prevent future Public Nuisance.  Whilst the application states that the entertainment would be confined to inside the permanent buildings, these activities would for the most part take place during the summer months when windows and doors are likely to be open and it is felt that this noise nuisance would continue.

A resident from Chilfrome informed the meeting of his plans for the recently acquired 40 acres of land at Chilfrome.  He would be submitting a planning application for a barn to house approximately 130 Alpacas.  By attending the meeting he wanted residents to know of his business plan. 

Mrs Sennett advised the Council that grants and fund raising activities are in hand in respect of the £63K needed to refurbish the Playing Field.  The Committee are very optimistic that this figure will be reached.

The Minutes of the previous meeting having been previously circulated were approved and signed by the Chairman.

 2. Matters arising

(a)  First Responders

The Parish Council have been advised by e-mail that 12 volunteers have now completed their registration forms – they now have to be CRB checked and interviewed by South Western Ambulance Service Trust.  It is envisaged that training will take place in February.

(b)  Update from Cattistock Community Space Committee and to consider increasing the Parish Council’s representation on the Committee to two.  It was proposed by Mr Collins, seconded by Mr Long that Mr Atkins fulfils this role.  As previously stated during the Democratic Period Mrs Sennett gave an update on the Committee’s activities.  This was much appreciated by the Council and thanks were expressed to Mrs Sennett. 

The Clerk  has received correspondence from  Mr Tompkins  stating that he would no longer be cutting the grass in the Playing Field.  It was agreed that the Clerk contacts, Mr Carver, Mr Mapstone and Dorset Works for a quotation for cutting the grass twelve times per year and the price to include taking away the grass.  Thanks were expressed to Mr. Tompkins for his services. 

(c)  Parish Plan

It was reported that this is now at its final stage before publishing.  Mr Read stated that he found the Draft an interesting and enlightening document.

d)  Wall outside of Savill Hall

Mr Hayward confirmed that having contacted a Listed Building Officer, WDDC in respect of the cut-in step in the front of the Savill Hall, the Officer has confirmed that there is no need for Listed Building Consent as the wall is made of re-constructed stone. 

(e)  Web Page

 Mr Rupert Cake has advised the Council that a Web Page can be set up for £10.00 per month plus £3.99 annually for a Domain name.  It was proposed by Mr Atkins, seconded by Mr Collins that this goes ahead, in line with other Parish Councils in the area.

 3. General Purposes Committee – to consider an alternative format.

The Chairman has expressed his concern that planning applications have not been returned to the Clerk by the due date in order to get the Councils comments in on time to the District Council.   He also felt that the Committee was now too large.  Because there were now 8 Councillors on the General Purposes Committee, was it fair to the remaining 4 Councillors that they did not see or comment on planning applications?  Mr Collins suggested that the Clerk e-mails the Planning Application Number to Councillors and they could look the plans up on the internet and then report back to the Clerk.   It was also suggested that a Meeting be held once a month to deal solely with planning applications.  This was food for thought.  It was agreed to place the matter on the next Agenda.

 4. Development Applications

1/D/07/00203 Certificate of lawfulness for occupancy of dwelling without compliance with agricultural tying condition 5 of planning permission 1/E/80/670 Greenwood Acres, Chantmarle

Dorchester DT2 0HD  In the light of the statutory declarations and the consequent acceptance by the Legal Division that there has been a ten year breach of the original Condition 5, there seems to be no grounds for objection by the Parish Council.

1/D/07/001992 Application for a Certificate of Lawfulness for use of land as residential cartilage Greenwood Acres, Chantmarle, Frome St Quinton DT2 0HD.  Comments as per above.

Approvals

Withdrawn

1/D/07/001968 Millclose, The Square Cattistock. Remove temporary timber garage/workshop and garden shed to be replaced with oak frame garage and workshop with office above.

Letter from WDDC in respect of Planning Application 1/D/07/001442 Erect garages, stores and stables Prospect Place, West End, Cattistock stating that with reference to the Ibstock Mayfield brick and the Rosemary plain clay tile these are approved.

Appeal

APP/F1230/C/07/2059215 – Chantmarle Manor, Chantmarle, Dorchester DT2 0HD

The Parish Council is firmly opposed to this application.  (1/D/07/001537 Erect marquee for use for wedding receptions and other events – Retrospective application.

 5. Accounts for Payment

There were no accounts for payment.

The Clerk produced a brochure from HSBC in relation to High Interest Bonds.  This was not thought to be ideal as the minimum time that a Bond could be taken out is three months.  Once a grant was received there would probably be a ‘use by date’, so subsequently a bond would not give the flexibility required.  The clerk to look at On Line Banking – High Interest Accounts.

The Clerk contacted the Auditor to see if there were any restrictions as to how the money received from the sale of the Investments should be spent.  The Auditor stated that unless the sale was from a specific sale of land or building it would be in order to go into the general fund.

The Clerk reported that she had added the laptop computer to the Insurance Policy.  There would be no increase in premium for this current year.  Cover only applied to within the home.

 6. South & West Dorset Broadcasting Action Group – Local Radio

Mr Atkins reported on the disappointing response to the petition which had been set up to establish a reasonable service from the BBC on both radio and television in this area.  Out of the 25,000 signatures expected only 400 were gain.  Oliver Letwin MP will be arranging more meetings with the BBC.

 7.  Licensing Act 2003 –PL0208 Christian Resource Centre (Chantmarle)

Variation to the Licence for the above mentioned premises.

As previously stated this was discussed during the Democratic Period with input from a representative of the Licensing Authority and local residents.  As a result of this discussion, the Parish Council is unable to support the application.  The Parish Council appreciates that there is already a Liquor Licence in place.  More contentious, however is the part of the application relating to entertainment.  In the light of the previous history of the nuisance to the community the Council is concerned that the Applicant has offered no proposals to prevent future Public Nuisance.  Whilst the application states that the entertainment would be confined to specific areas inside the Manor House and other permanent buildings, similar activities within the grounds have in the recent past created considerable public nuisance.  Given the proximity of the Manor to neighbouring properties at Chalmington, Chantmarle and Frome St Quinton combined with the fact that such activities would for the most part take place during summer months when windows and doors are likely to be open it is felt that this would continue to be the case.

Sureline Bus Company – Changes in Bus services X37 and 212 Weymouth – Dorchester – Yeovil with effect from 7th January 2008.

Letter from Mrs Meg Kingston of Evershot stating that she was withdrawing her efforts to re-instate a train stop at Evershot.  She felt that after the meeting held with the Network Rail representative and his suggestion that it could cost between 2-3 million it was an impossible project to continue with.  She expressed thanks to the Frome Valley Parish Council for their support.

WDDC – Identification of new sites for housing.

DCC – Confirming that they will be removing the road signs as per our request from various locations in the area.  The work at these locations has now finished.

 9. Any other relevant business

Mr Collins reported that he had received complaints about the muddy/slurry state of the road in Holway Lane.  It was apparently coming from Mr Atkinson’s farm.  It was agreed that the Chairman would speak to Mr Robert Atkinson.

There is a large pothole on the Maiden Newton road just pass Wallis Farm.  Mr Atkins stated that he had already reported this.
